
Performance exclusions
Sometimes our on-time running performance is affected by incidents that are beyond the control of either CityRail or our customers (see definition of force majeure, below). In these cases, on-time running data is recalculated to reflect what the result would have been, had the incident not occurred.
When providing details of force majeure incidents, for ease of presentation, the term "delayed services" also includes services which do not reach their final destination (e.g. cancelled services).
Force majeure calculations only come into effect when external events impact on 10 or more services. This is because the benchmark of 10 trains delayed or cancelled represents approximately five per cent of services in either the morning or afternoon peaks. This is considered to be materially significant as it impacts negatively on our customers. These calculations are made after the day concerned and reflected in our monthly and yearly on-time running records.
Force majeure incidents are those incidents over which CityRail and our customers have no control. They can be caused by, but not limited to, the incidents listed below.
- Elements/weather: floods, bush fires, landslides and washouts, lightning, storms, earthquakes, cyclones, natural disasters and fallen trees or debris.
- Unavoidable incidents: fires, explosions, gas leaks, loss of power supply, radioactive contamination, state emergencies, suicide, attempted suicide, fire brigade operations, incidents caused by other rail operators, road accidents near the railway, passenger injuries and passenger illness.
- Security incidents: bomb threats, suspicious packages, police operations, vandalism, people trespassing on railway lines and passenger disturbances
Force majeure definitions and calculations changed in February 2006. This website now displays adjusted and unadjusted figures relating to all incidents that meet the new criteria of force majeure listed. On-time running performance from September 2005, coinciding with the introduction of the new timetable, has been adjusted for these incidents
